"Madam President, this debate has shown that this question is more complex than at first it appears to be, and it is becoming increasingly so with rising unemployment in certain Member States, which puts pressure on people, especially the young, to take work wherever it is available.
From now on, recognition of professional qualifications must not be allowed to jeopardise the rights of consumers and service users, a matter of particular concern in such areas as health, education and so forth. Above all, however, we must encourage and support the creation of jobs with rights in all Member States, so that people really can work wherever they want to and are not obliged to leave their own country just because they have no work there. That is the central issue."@en1
