"− The EU recognises the rights, freedoms and principles of the Charter of Fundamental Rights, which stipulates that, in all actions relating to children, the child's best interests must be the primary consideration. Likewise, the multiannual Stockholm Programme gives a clear priority to combating sexual abuse and sexual exploitation of children and child pornography. This Directive aims to establish minimum rules concerning the definition of criminal offences and sanctions in the area of sexual abuse and sexual exploitation of children, child pornography and solicitation of children for sexual purposes. It also aims to introduce provisions to strengthen the prevention of the crime and the protection of its victims. Member States should take appropriate measures, such as education and professional training, to discourage and reduce all forms of sexual exploitation related to the exploitation of children, and to conduct information and awareness-raising campaigns, as well as research and education programmes aimed at raising public awareness and reducing the risk of children becoming victims of sexual exploitation. Member States should also promote regular training for officials who come into contact with child victims of sexual exploitation, including police officers, aimed at enabling them to identify and deal with victims and potential victims of sexual exploitation."@en1
