"Mr President, I too would like to congratulate Ms Iotova for her diligent work on this report. It monitors the activities of Mr Diamandouros following his re-election in 2010 and, in particular, following the entry into force of the Lisbon Treaty, which expanded the European Ombudsman’s remit. The report clearly shows that European citizens are becoming increasingly aware of their basic right to good administration, which is guaranteed under the Charter of Fundamental Rights. I also recommended, on the 15th anniversary of the institution’s creation, for the European Ombudsman to launch a new strategy by 2014, which should be focused on promoting an administrative service culture. I am pleased to mention that the new Member States are among the top 10 which submitted most complaints in 2010. Bulgaria is in seventh place, which clearly shows that Bulgarian citizens are looking to defend their human rights. I think that the European Ombudsman must support national ombudsmen from the recently admitted Member States in enhancing their competence. It also goes without saying that having access to information is a fundamental, key issue, and European institutions, most of all the Commission, should apply the principles of good governance."@en1
