"Madam President, despite the reservations and fears expressed here, tomorrow will probably see the European Parliament giving its consent for the first time to a PNR agreement under which the transfer of passenger name record data will more or less conform to the criteria which Parliament formulated in 2010.
We know that it is difficult to strike a balance between security and data protection. These criteria are nevertheless important, and this recommendation for a draft resolution contains most of them. Some unresolved issues remain, such as the five-and-a-half-year retention period, but the agreement does ensure that citizens have access to appropriate legal remedies. In fact, data can only be collected and retained if this is necessary for the purpose of preventing and detecting terrorist offences or serious transnational crime. In addition, close monitoring of the agreement’s implementation is a further guarantee that Parliament will, if necessary, be able to propose the suspension or termination of the agreement. An agreement of this sort can serve as a point of reference for future agreements, for example with the USA, Canada, and the other countries that have approached the Commission on this issue."@en1
