"Madam President, the European Parliament has for the first time approved an agreement on the processing and transfer of passenger name record (PNR) data, and I would like to thank the rapporteur for a well-drafted report. As long as we can be sure that the civil rights of our citizens are not violated by an agreement, Parliament will, in my opinion, also be happy to approve similar documents with partners from other countries, whether in North America or elsewhere. The negotiated agreement is basically fine. In the future, however, we should focus on a number of important areas. We should try in future negotiations to reduce the period of detention, and it would surely be worth considering incorporating the Treaty on the Functioning of the European Union, Commissioner, not only through Article 87 on police cooperation, but also through Article 16 on data protection. Last but not least, we must legislate for the option of profiling. The agreement with Australia may not mention the option of profiling explicitly, but nor does it prohibit it, despite repeated requests. At the same time, I would like to call on the Commission in future to request an opinion from the European Union Agency for Fundamental Rights regarding such specific agreements. Despite its shortcomings, I believe that the agreement with Australia sets a good precedent, and that Parliament will also be able to approve similar agreements with other countries in the foreseeable future."@en1
