". With the agreement that we are going to seal tomorrow, we will be better able to protect our children against all forms of sexual abuse, including that which takes place on the Internet. The punishment for violations will be substantially increased and there will be a lot more attention on the protection of victims of child abuse. Online grooming (befriending children for the purposes of sexual abuse) and child sex tourism will become illegal in all Member States, both on EU territory and abroad when EU citizens are involved. As regards child pornography on the Internet, not only will the possession of child pornography be made punishable, but also visiting child pornography websites. Parliament has ensured that Member States are now required to remove child pornography from the Internet and thus to allocate all their resources to detecting their source. After all, it is not sufficient to block access to websites and leave tackling the problem at that. In addition, the website blocking technology is not perfect and the risk of blocking more websites than is necessary is very real. It is therefore good that we are requiring Member States to ensure that there is transparency about website blocking and that there are sufficient safeguards to prevent collateral damage."@en1
