"Madam President, the problem of child sexual abuse and exploitation cannot be separated from the issue of making the Internet safer. The opportunities provided by the World Wide Web have in most cases brought about positive changes in our society, but the situation is different with this issue. The Internet is the main arena nowadays for child pornography.
It also needs to be noted that children and young people are in the most vulnerable situation. In this regard, the young people at greatest risk are those in the poorer Member States, mainly in central-eastern Europe, as it is there that levels of child poverty are most alarming.
Given the exceptionally prominent role of the Internet, there can be no question that concerted action is needed by the Member States to address the problem."@en1
