lpv:translated text	"Mr President, a month ago, the European Parliament was highlighting the situation of the refugees on the border between Tunisia and Libya. It was emphasised at the time that the EU’s efforts to resettle these people were inadequate. More could have been done if the emergency mechanism supported by the European Parliament had been in operation. Unfortunately, as we are aware, the procedure for adopting the report on the European Refugee Fund has been blocked. The Council has failed to respond yet to the latest proposal tabled in June. The reasons for this delay need to be resolved, no matter what they are. When we are dealing with measures on which human lives depend, bureaucratic problems must be overcome and a solution identified quickly. I am confident that the members of the Council will demonstrate the political will required to be able to progress towards a joint refugee resettlement programme."@en1
