lpv:translated text	"Mr President, in contrast to many of the participants in the debate here, I view the establishment of this resettlement programme as problematic, ineffective and also as not in line with the Qualification Directive, because this Directive gives priority to internal protection in parts of the country from which the refugee comes. I think it would be better to use the resources from the fund to provide local assistance. That assistance would be quick and effective. It would help the refugees to remain close to their place of origin, and it would also help them to return to their place of origin if peace and security returned to the region. I consider that to be a priority. I regard the consideration of such an option here to be significantly more effective than holding a debate on formalities."@en1
