"Mr President, I firmly believe that resettlement is a good thing and it is also a positive sign from civilised society to take on those responsibilities. It is a sad reality that, because of conflict or repression and other factors, some people simply cannot go back to their countries of origin.
My country, the UK, is one of the EU Member States that already engages in resettlement. It does this in cooperation with the UNHCR and with NGOs. We are very proud of the contribution that we can and do make. However, I question whether it is really necessary for the EU to produce these new plans.
Surely asylum and immigration issues should remain primarily Member States’ responsibility. Flows of immigrants and asylum seekers vary enormously from one Member State to the other, and this leads to different pressures on those states’ institutions that deal with these issues. Furthermore, it is as yet unclear to what extent these proposals will be based on political priorities.
Also, historically, EU Member States have ties to different parts of the world. Participation in United Nations programmes, like that for Bosnia, should continue, and I would invite a continuing generosity in connection with these programmes on what is a very sensitive issue."@en1
