"Mr President, having familiarised myself with the document we are debating today, I have to say it does not strike me as a budget for a time of crisis. Everything is shared out as before — a little more for one and a little less for another, but it is not clear from the budget what in the end we wish to resolve during this crisis by implementing this budget. This relates not only to the common agricultural policy but also to science, cohesion and such a sector as control. Here, in Parliament, the control bodies often report on the squandering of hundreds of billions of euros. Yet at the same time, the budget provides for a cut in funding for the control bodies. I cannot explain this to my electorate in Latvia."@en1
