"Mr President, I am not going to support the proposed budget increase. The majority of this House wants to increase the liabilities by almost 4% and payments by more than 5%. This is in stark contrast to what is currently happening in all the capitals of Europe. There, people are working hard to implement cuts and to balance expenditure and income. Parliament is closing its eyes to reality and is continuing the trend of recent years: more, more, more. However, things seem to be moving in the right direction in one aspect of the new proposals. The Committee on Budgets has adopted a proposal of mine to hold back 15% of the money allocated for travel costs. First of all, the Secretary-General of Parliament must demonstrate that more money really is needed for travel, then we will decide in the coming spring whether we are still going to make that percentage of 15% available and, if so, how. In my opinion, this will soon become the standard course of things for every budget procedure."@en1
