"− Mr President, President-in-Office of the Council, Commissioner, what can I say about Heading 4 that is not already common knowledge? It is a historically underfunded heading which we must nevertheless use to fulfil the European Union’s mounting commitments in the area of external action. We must rise to the challenge, which we have set ourselves, of making a global player of the European Union even though resources are once again – or rather, particularly this year – diminishing. Furthermore, we have to rely on this underfunded Heading 4 to finance previous commitments which were political priorities for the European Union in the past and must be carried through, as well as new priorities, such as providing funding for the ‘Arab Spring’ this year. Parliament and the Committee on Foreign Affairs have acted in an extremely responsible manner, using the utmost restraint to ensure we had the minimum necessary to meet the challenges that lie ahead. Thus, we have proposed that the allocations for inescapable priorities including Palestine and the Stability Instrument be reverted to those envisaged in the Commission’s draft budget, although unfortunately we have also had to make cutbacks in other areas which are equally important for Parliament."@en1
