lpv:translated text	"Madam President, Commissioner, first of all, I would like to congratulate Ms Regina Bastos on her comprehensive report. The rapporteur rightly points out that the national reform programmes do not sufficiently address the challenges for growth in employment and for combating poverty. In the recently published draft regulations, the European Commission stressed that future operational programmes would be based on national reform programmes. Thus, it is necessary to improve them in order to utilise effectively the instruments of the cohesion policy. Participation of the regional and local levels in their preparation, implementation and evaluation, as well as in the implementation of the main initiative discussed today, is crucial. I hope that this initiative will contribute to a fuller exploitation of the potential of people whose access to the labour market today is difficult, such as young parents, people with disabilities and those caring for dependents. Moreover, I hope that this initiative will provide the impetus for closer cooperation between educational institutions and businesses."@en1
