"I voted in favour of the resolution on the High-level forum on aid effectiveness through which the European Parliament stresses the necessity for the EU to adopt a strong position in Busan in order to achieve global consensus on an effective and truly inclusive partnership for development and identify clear and measurable aims in order to increase aid effectiveness, supplemented by an effective follow-up mechanism. The report underlines that future success will depend on factors such as engaging stronger national parliaments in the monitoring of aid, as well as local authorities and civil society organisations; enhancing efforts towards political, administrative and fiscal decentralisation in partner countries and better coordination of activities between donor countries. We, as Members of the European Parliament, stated that aid effectiveness requires poor countries to be able to mobilise domestic revenues; therefore, we urge the EU to make the fight against tax havens and tax evasion its utmost priority, while promoting alternative sources of development finance. I am also in favour of the EU advocating, in Busan, the introduction of binding measures which will ensure that aid provision complies with human rights agreements, as all governments – donor and recipient – are bound by human rights obligations."@en1
