However, the composition of the clusters should be debated more thoroughly with the Member States, taking into account their expectations and, in particular, their impact on the single market. The rapporteur also believes, as do I, that the process should be made more transparent. Some degree of confidentially seems to be necessary in order to foster debate between the Member States’ administrations, but regular reports should be made available to stakeholders."@en1
