"I voted in favour of this report because I was appointed the principal rapporteur for the opinion, and I believe that the text put to the vote in the plenary session reflects the main idea I proposed – that workers’ mobility must be promoted, but that this must be done in a responsible manner. In other words, when encouraging people to move, we must offer them a guarantee that their rights as workers will not be violated and that they will not be exploited in a foreign country. We must also ensure that people leaving to work in other countries are not forced to waste the education, qualifications and work experience they have acquired and take lower qualified jobs, even if these are better paid. Finally, I called for an evaluation of the situation in countries where, particularly in recent times, the scale of emigration is very significant due to exceptional economic reasons, with many educated and highly skilled work forces leaving such countries. Such mass emigration might cost these ‘donor countries’ very dear in the future, not just in an economic, but also in a social sense. The Commission and the Member States should therefore begin to seek solutions to this problem now."@en1
