"The subject of public procurement law is a crucial one for our businesses. However, I do not believe that we need to review the EU procurement regulations again only a short time after they came into force. Ms Rühle’s report represents a good compromise. Unfortunately, the EU Commission has already decided to submit its proposal for a revision in December. Therefore, it is important for us to express our concerns during the legislative procedure that will follow. Businesses, in particular small and medium-sized enterprises, need practical rules which give them the easiest possible access to public contracts. As a result, I do not want to see EU procurement law being overburdened with regulations. We should not be making the rules unnecessarily complex and we should not be introducing large numbers of criteria that are not related to procurement. Involvement in the manufacturing process, as the EU Commission is currently planning, is totally excessive and puts too great a burden on companies. The most cost-effective tender should win the contract, not the cheapest or the most politically correct. During the process of procuring services from self-employed engineers and architects, the threshold should be increased to EUR 1 million to correspond with the procurement threshold for building services of EUR 5 million. The formal documentation requirements must be simplified and the period of validity of the references must be increased to at least 10 years."@en1
