"Public procurement accounts for approximately 17% of the European Union’s GDP. This shows the importance of good policy in this area in times of crisis. The current rules on public procurement should be amended to better support the development of small and medium-sized enterprises. Contracts should be awarded not just to the lowest bidder but also to the most innovative bidder or the one that offers the most interesting environmental or social benefits. It would also be useful to secure the inclusion in the Government Procurement Agreement of a clause allowing the EU to give preference to European producers, especially SMEs."@en1
