"At a time when Europe is looking for solutions to exit the crisis and achieve economic growth, I regard the proposal to review the public procurement criteria as beneficial for taking into account the life-cycle costs of the relevant goods, services or works, and not only the lowest price. It has transpired that sometimes, this criterion has incurred further additional costs simply because the post-contracting services required while goods or services purchased at the lowest price are used were not taken into account.
This principle should be taken into consideration, especially in areas such as food or health, with the aim of providing access on the basis of the quality/price ratio and not only of the cheapest bid available to consumers such as hospitals, elderly care homes, schools or nurseries, so as to provide equal access to healthy food."@en1
