lpv:translated text	"I am voting for this report, essentially because of its component intended to guarantee transparency and non-discrimination, and safeguard competition in the area of EU public procurement law. The Commission should also table a separate regulation for service concessions, and such legislation should, in accordance with the most recent case-law of the Court of Justice, be confined to the bare essentials. Its field of application should be defined in a manner consistent with the Services Directive, and it should be considered by Parliament alongside the revision of the public procurement directives, in order to avoid any further fragmentation of the law and to ensure consistency. In this area, legal certainty for public-private partnerships would also need to be clarified."@en1
