"Against. The Commission proposal weakens existing legislation on limits to pollutant emissions from diesel engines installed in construction, agricultural and forestry machinery, railcars and locomotives, inland waterway vessels, constant speed engines and small petrol engines used in different types of machinery. The existing directive provides for emission limit stages of increasing stringency with corresponding compliance dates. The current applicable stage of emission limits for the majority of diesel engines referred to as Stage IIIA will be replaced by the more stringent Stage IIIB limits progressively as of 1 January 2011, and the type approval period for these engines started on 1 January 2010. The Commission proposes increasing the already permitted flexibility for manufacturers to place on the market 20% of engines that do not comply with the emission limit values to 50% in order to mitigate further the economic costs on the grounds of the economic recession. In addition, the flexibility is extended to railcars and locomotives. Expiry of the measure is proposed for 31 December 2013."@en1
