"Today in the House, we voted on the refusal to grant discharge to the Council of the European Union. The impossibility of obtaining the necessary documentation, the lack of cooperation shown by the Council to Parliament, and the decision not to acknowledge the latter’s legitimacy as discharge authority, are the main reasons justifying the extremely negative opinion of the expenditure of the institution that brings together the Heads of State or Government of the 27 Member States.
According to the Treaties, Parliament has the right and duty to check the expenditure of the European Union institutions, in order to guarantee its legitimacy and control on behalf of citizens. In recent months, there has been all kinds of pressure claiming
to a gentlemen’s agreement whereby Parliament was reduced to being a ‘spare wheel’ for the other institutions. Parliament is a representative institution, not a self-referential one. It is the expression of the will of European citizens, and has the right to check the accounts of the other institutions."@en1
