"According to the European Transparency Initiative, European citizens have the right to know how taxpayers’ money is being spent and how the power entrusted to political authorities is exercised. Under the Treaty on the Functioning of the European Union, Parliament exercises political oversight on the institutions of the European Union, by granting discharge according to reports drafted by the Court of Auditors. This report, drafted by Mr Rivellini, concerns discharge in respect of the implementation of the European Union general budget for the financial year 2009, Section II – Council, and its tabling has already been postponed once because Parliament had not received a series of answers to previously asked questions. As the requested issues have been clarified and the Council’s spending examined in the same way as that of the other European institutions, I am voting for this motion for a resolution of the European Parliament, which includes observations forming an integral part of its decision on discharge in respect of the implementation of the EU general budget for the financial year 2009, Section II – Council."@en1
