"Mr President, the rapporteur has come to grips with an important problem in this report. It goes without saying that people with disabilities in the European Union should have the same opportunities as everyone else. It is true that we have a lot of catching up to do in this area and the rapporteur has rightly recognised and explained this.
Nevertheless, against the background of proportionality, I would like us to consider how we can clarify and resolve the situation, naturally while making efficient use of funding. What do I mean by this? I have one bad example from Germany. Over recent years, we have made a huge effort, and rightly so, to give disabled people barrier-free access to public buildings. No one disputes that this is the right thing to do. However, it has resulted in small primary schools with fewer than 100 pupils having to install a lift at a cost of EUR 150 000, despite the fact that these schools have never had a disabled pupil since they were established. This is not going to change. I do not regard this as proportionality. I am sure that the rapporteur also sees things in the same way and will take this into consideration."@en1
