"Mr President, in order to evaluate the report adopted today, we need to start by extrapolating two fundamental facts: the fact that the number of dependent people with disabilities will supposedly double by 2050, and the fact that, at the moment, we do not have a sufficient amount of data to gauge the severity of the problem.
The challenge being addressed by means of this Disability Strategy 2010-2020 is to allow people with disabilities not only to enjoy human rights, just like everyone else, but also to ensure that those rights can be put into practice effectively. It is therefore essential to bring out disabled people’s full potential by encouraging them to train, providing them with freedom of movement and enabling them to access the labour market: by so doing, we will also be able to combat one of the biggest problems that adds to the misfortune of these people, namely, poverty."@en1
