"Madam President, honourable Members, the position of the Council was presented to the European Parliament in its letters of 2 June and 17 October this year. The Council is of the opinion that the discharge procedure was completed on 10 May this year when the European Commission was granted discharge. We are aware of the discussion which has been taking place and, consequently, the Council has submitted a proposal to the European Parliament to begin discussions on a new long-term agreement between the European Parliament and the Council on the rules for granting discharge, which will regulate relations between the two budgetary institutions.
It is my hope that the European Parliament will, within a short timeframe, be able to make positive decisions regarding the initiation of such discussions on the new agreement. The Council has not imposed any preliminary conditions as to the form or content of this agreement. Our core objective is to bring this period of misunderstanding between the two institutions to a close and, as Mr Dalli has also said, to reach a situation where both institutions cooperate effectively with regard to budgetary issues."@en1
