"Madam President, there is no doubt about Parliament’s position. Under the Treaty, Parliament is the body with the ultimate responsibility for granting discharge. All European institutions delegate responsibility to the Committee on Budgetary Control in respect of the policy they have implemented and I absolutely do not see why an exception should be made for the Council of Ministers. In the end, the solution might be for us to turn to the European Court of Justice, but that does not seem to me to be an ideal solution. Parliament is still open to dialogue and I would like to call on the Council to discuss with the Committee on Budgetary Control in an entirely frank and open manner at the administrative level, at the political level, how this can be resolved, and to desist from refusing to even appear, in any case. We may be able to resolve this situation through discussion, but that cause is not helped if the Council continually refuses to enter into dialogue with the Committee on Budgetary Control."@en1
