"Madam President, the replies by the Council and Commission representatives to the question put by my colleagues basically presented the problem as a procedural problem. However, the issue of the European Semester is, above all, a political issue. In my opinion, the application of the European Semester is anti-social, anti-democratic and reactionary, because the Member States, under political pressure and threats from the Commission, are adapting their fiscal targets and budgets. Its application basically denies each Member State any facility to apply an alternative growth policy, regardless of the government it has put in power. On the contrary, regardless of the policy approved by each nation, they must apply the neoliberal austerity policies of the European Union. Ultimately, Mr Barroso or his successor, or Mr Rehn or his successor, will decide if unemployed people in Greece are to be paid unemployment benefits, if poor homeless people in Ireland are to be paid welfare benefits, or if workers in Portugal are to be paid EUR 300. Ultimately, a measure such as the European Semester, which has no democratic credentials, which infringes the EU Treaties, which breaches and circumvents national parliaments, which circumvents the European Parliament and, more importantly, which circumvents and infringes and disregards the interests of the people, is a threat to democracy.
