"Mr President, youth unemployment in some Member States is reaching 30% or 40%, and in some areas, almost half of all young people are unemployed. This is a massive problem. What must or can we do at European Union and national level to change this situation? I believe that, above all, when drawing up and implementing national programmes for increasing employment, we must pay particular attention to youth problems and provide for instruments that would promote access to employment for young people, without reducing their employment and social guarantees. We must improve labour market research and forecasting to determine professions which lack employees now and which will lack employees in the future, and give young people as much information about this as possible as they prepare for their studies. We must involve young people more actively in education and worker retraining programmes, encourage entrepreneurship among young people with various measures, from the teaching of business basics in secondary schools to the application of tax incentives for setting up companies, and provide young people with more information on European Union programmes in this area. The procedures for carrying out work placements should be regulated in more detail."@en1
