"Madam President, first of all, I would like to congratulate the rapporteur for her excellent work, which resulted in a balanced report. However, I would like to stress that better regulation implies the need for better legal security for those involved.
If we assume that the complicated system of European legislation and its national transposition resulted in simplified public procurement procedures, we are mistaken. In reality, they resulted in higher costs for legal advice, longer procedures, and more work. Therefore, I think that there is a need to synchronise legal remedial and public procurement procedures, as well as to take into account full life cycle costs, as the Commissioner has mentioned.
I agree with the rapporteur in that the ‘lowest price’ criterion should not be a determining factor, and that excessive guarantees and assurances, imposing greater burdens on SMEs, should also be eliminated."@en1
