"Madam President, the debates on public procurement in the Committee on the Internal Market and Consumer Protection were indeed lively, emotionally charged and very interesting. I, too, would like to thank Heide Rühle for this report. Those of you who were in Kraków for the Single Market Forum will probably remember that representatives of small and medium-sized enterprises complained that in practice, a lot of tenders are closed to them. Perhaps you remember the story of a Finn who was told at the last minute to provide some documents in Bulgarian and some additional documents which he did not manage to provide on time and, for this reason, was excluded from the tender, and so on. In light of all of this, I was particularly glad to hear everything the Commissioner said a moment ago. The legislative proposal that the Commissioner submitted to the European Commission addresses precisely those expectations which are particularly urgent not only among fellow Members but indeed among the people of Europe and, above all, among businesses. The fact that the Commissioner stresses the need for a separate proposal for a concession in order to open the market and increase transparency in this respect seems to me also to be extremely important and very much worthy of support. I would concur with Malcolm Harbour that time is of the essence in this matter. We need to work on this documentation quickly because the legislative changes are needed now."@en1
