"Mr President, ladies and gentlemen, I would like to offer my particular thanks to the shadow rapporteurs in the Committee on the Environment, Public Health and Food Safety. It is crucial for the European Union to have a disability strategy in order to help create a sustainable, competitive and innovative society by developing smart and inclusive growth. The European Union and its individual Member States must make a commitment to ratifying the United Nations Convention on the Rights of People with Disabilities and implementing the strategy in its entirety. They must guarantee freedom of communication for all by giving official recognition to Braille and sign language, and guarantee freedom of movement by removing architectural barriers, incorporating dedicated transport services into the public transport system and introducing a unified passengers’ charter. In health terms, it is important to remove inequalities and ensure that everyone is provided with at least a minimum level of care and adequate rehabilitation services based on their desire for autonomy. Young people must be given effective support to enable them to take part in social and civic life, lifelong learning and the world of work through the introduction of specific quotas and measures to adapt jobs to the needs of job-seekers with disabilities. Lastly, citizens who are able-bodied to varying degrees must also be regarded as a resource and not a burden."@en1
