"I voted for this proposal for a regulation to address the fact that the European Union needs to transpose into Union legislation Article 10 of the United Nations Protocol against the Illicit Manufacturing of and Trafficking in Firearms, Their Parts and Components and Ammunition, supplementing the United Nations Convention against Transnational Organised Crime. The UN Protocol, negotiated and signed by the Commission on 16 January 2002 on behalf of the European Community, makes provision in Article 10 for stronger controls on the exporting, importing and third-country transit measures of firearms for civilian use, their parts, components and ammunition. Article 10 provides that, ‘Each State Party shall establish or maintain an effective system of export and import licensing or authorisation, as well as of measures on international transit, for the transfer of firearms, their parts and components and ammunition’."@en1
