"The trafficking of arms is one of the illegal activities that continue to threaten the EU’s internal security. This initiative concerns the sale and transfer of firearms, and their parts, essential components and ammunition within the Union, and is part of the EU’s policy on combating transnational crime. It provides for stepping up the fight against the illegal trafficking of firearms, including controls on exports, and for tracing small arms and scaling back their proliferation and spread throughout the world.
The purpose of the UN Firearms Protocol (UNFP) is to promote, facilitate and step up cooperation between states, so as to prevent, combat, and eradicate the illicit manufacturing and trafficking of firearms and related products. Given that, to date, only 13 Member States have ratified this Protocol, I think the adoption of this initiative through the ordinary legislative procedure will be important, as it will enable the application of Article 10 of the UNFP in all the Member States. As such it will enable the harmonisation and simplification of procedures, whilst it should, at the same time, make combating the illicit trade in firearms more effective through the promotion and stepping up of cooperation between Member States."@en1
