"VAT constitutes a major source of revenue for the national budgets of the Member States. The VAT system, which is based on legislation adopted at European level and applied at national level, does, however, suffer from numerous shortcomings that do not make it fully efficient and compatible with the requirements of a true single market. The report adopted today supports the Commission’s intention to move towards a ‘broad based’ VAT system. This should therefore include solving the problem of input VAT deduction relating to in-house production versus outsourcing, as well as solving the issue of ‘hidden’ VAT in supply chains. A VAT system based on the place of establishment of the customer, for both goods and services, could be a solution."@en1
