"Value-added tax (VAT), in addition to duty, is an important instrument for collecting revenue and has made a considerable contribution to reducing budget deficits during the current crisis. Member States have seen the need to raise VAT thresholds, which has affected the business sector and halted economic growth. SMEs are undoubtedly the most at risk to the rise in the VAT rate. This is why the European Commission must consider introducing a mechanism to assist them by reducing their obligations and costs and supporting their access to the internal market. Cohesion policy objectives must be taken into account when establishing the VAT system in the future. I think that facilities for paying VAT on non-refundable loans would provide significant support to beneficiaries and, in turn, would stimulate the absorption of European funds. Member States must define clear, simplified rules by consulting with the beneficiaries of non-refundable funds in order to identify measures which will support them. I support this report in order to facilitate more active cooperation between Member States in the future, with the aim of facilitating the exchange of information between tax authorities in Member States via online tax information and assistance portals."@en1
