"VAT systems in Europe do not, in many cases, help bring about a coherent economic policy. Border regions, in particular, such as the German-speaking Community in Belgium on the borders of the Netherlands, Germany and Luxembourg, experience the greatest difficulties with the differing VAT rates. In Luxembourg, in particular, certain professions, particularly in retail, have completely disappeared under the pressure of the major differences in tax rates. The current proposal makes reference to these problems, in particular. I hope that the Council will be all ears to this and will not, as so often, stumble at the hurdle of ‘unanimity’."@en1
