"Madam President, there will certainly be a long debate on the American Jobs Act and, despite the fact that it has recently been stalled in the American Senate, it should be possible to hold a long debate on this subject; it appears that in this forum, both you, as representatives of the Commission, and also my colleagues here in the European Parliament, will examine it in particular in terms of its compliance with international rules of free trade. Of course this is an important aspect and, should any inconsistencies be found, we should act in the interests of the European Union. On the one hand, we could smile laconically at the fact that when the chips are down, the strong players adopt protectionist measures and the principles of fair competition that they preach when it suits them are cast aside at these times of crisis. On the other hand, though, I find a certain amount of assertiveness in its own way attractive. The assertiveness with which the American administration approaches the solution to the economic crisis could be, in its own way, an inspiration to us in the European Union. Let us try to set aside the question as to whether the law violates the rules of free trade or not. The zeal with which the US President Obama presented the law before Congress is something that European leaders are unfortunately lacking at both a national and a European level. The assertiveness with which the United States of America presents the argument in accountable political circles that the crisis is not primarily about the deficit, but about the economy and employment, is indeed impressive and inspirational. I believe that from a certain angle, this could make an impression on us and I reiterate that it is my belief that this should inspire, in particular, our national leaders."@en1
