"The VAT system has not been changed for the last 17 years. Nowadays, we need a modern VAT framework which we can use to address the challenges facing the European Union. European business often views the current legislation as an obstacle to the smooth running of the European single market. This is why we need to simplify the current rules and reduce the administrative burden to provide a better fiscal environment for companies in the EU. Every year, VAT abuses amount to EUR 60-100 billion. One measure of paramount importance is to create new instruments for controlling and tackling VAT fraud at EU level. Another important element is to standardise information and promote international transactions within the EU. This will enable better cooperation between Member States’ tax services. Last but not least, I would like to stress that it is important for us to comply with the principle of subsidiarity so that Member States have the chance to make decisions on different levels of VAT in certain sectors, allowing national economic and social features to be taken into consideration. This will help improve the competitiveness of the entire European economy."@en1
