Everything I hear and have read demonstrates that in the 17 years since this tax has been in operation, it has become ever harder to collect, it has become more and more fragmented, and it has opened the door to ever more fraud. It seems that we are now thinking of giving this old, lame and sick horse new shoes, in the belief that it will race well. In my view, we should give serious consideration to abandoning this tax altogether – not immediately, but perhaps in the future – and replacing it by turnover tax, which would at once eliminate all types of fraudulent schemes and also make administration easier."@en1
