"Madam President, at a time of economic crisis and excessive public deficit, VAT has proved to be an important source of revenue for national budgets. However, increasing its rate is no guarantee of economic growth either, especially when the consumption of basic foods is affected. In Romania, the VAT rate for staple food products has been held at 24%, which has not encouraged consumption, but exacerbated the poverty level. This is why I think that much fairer alternative sources of revenue need to be found. On the other hand, it is not only consumers who have had to suffer from high VAT rates. Small and medium-sized enterprises, the European Union’s economic driving force, have also been affected. This is why I welcome the rapporteur’s proposal to think about adopting a VAT exemption threshold for SMEs at EU level, with the aim of facilitating their access to the internal market and reducing their costs and administrative obligations."@en1
