"With the Treaty of Lisbon, national and regional parliaments should be more actively involved in the European decision-making process, in line with the subsidiarity principle, as set out in Article 5(3) of the Treaty on European Union. However, two years after the Treaty of Lisbon came into force, it seems appropriate to ask the Commission about its assessment of the application of the subsidiarity principle, in particular, according to the data it has on the participation of national and regional parliaments. It is vital that the Commission has the resources to work alongside national and regional parliaments and with the Committee of the Regions, with a view to the effective monitoring of the application of the subsidiarity principle. Some legislative proposals for monitoring the subsidiarity principle have already been tabled by the Commission, which reveal its support for dialogue with the national parliaments. However, it is also important that the regional parliaments be able to participate effectively in the European decision-making process on issues that concern them. I therefore call on the Commission to work with the Committee of the Regions to improve the situation in terms of their participation."@en1
