"Madam President, Commissioner, building Europe means integrating, pulling together, and truly believing in federalism, as well as in the proportionality and subsidiarity principles. Houses are built bottom up, starting with the foundations, and that is why Europe needs to make significant improvements to its institutional relations in the regions. This protocol was an initial attempt to make progress, and full advantage has not been taken of it. The regions lie close to the people and their problems, and can make an important contribution. The Committee of the Regions has recommended that the evaluations of the regions should at least feature in subsidiarity reports, and their opinions should reach the EU institutions. The Council, in a written reply dated September 2011, tells me it has no information on how Member States bring together regional concerns. It told me the same thing in 2010. It also has no knowledge of the relevant recommendations made by the Committee of the Regions. The Commission says the same thing, even though it considers the system to be working well. Do you confirm that answer, Commissioner, or can you tell me anything new?"@en1
