"Madam President, it is stated in the proposal tabled by the European Commission for the 2014-2020 cohesion policy that its new features include focusing on vulnerable groups and assigning 20% of the European Social Fund allocations to actions targeting social inclusion.
Social exclusion, lack of employment and poverty are directly interlinked. However, we have seen that, as part of centralising the targets set for each Member State, which were established by them within their national reform programmes in April this year, it is stated that the results for the reduction in the number of people exposed to the risk of poverty cannot be calculated at European Union level due to differences in the methodologies used by Member States.
Therefore, we need common guidelines, methodologies and tools to make social inclusion possible. Failure to have them will lead to this subject being avoided, especially by local and regional authorities, which are the first agencies to have to manage these funds. Therefore, I call on the Commission to produce such tools as soon as possible, in good time."@en1
