"Madam President, it was one and a half years ago that the European Parliament adopted a resolution on a ban on the use of cyanide mining technologies, and it did so with an overwhelming majority of 488 in favour and 48 against. In that resolution, the European Parliament called on the Commission to put forward a proposal for a decision by the end of 2011, that is, this year. It is now the middle of October and we have yet to see anything. No proposal whatsoever has been submitted to Parliament. There are two questions we must ask: First, when does the Commission intend to make its proposal? Second, will the Commission take full political, moral and financial responsibility if another environmental disaster occurs in Europe due to this delay?"@en1
