"Bulgaria and Romania have fulfilled all the requirements set for them by the European Union, and the Schengen area should be laid open to them. We must meet our obligation towards these countries. One does not change the rules in the middle of the game, especially in times of crisis when the European Union requires closer unity and solidarity among its Member States. The problem of corruption does not affect these two countries alone, and, moreover, it did not prevent them from fulfilling the formal requirements they were set by the European Commission. Therefore, there is no reason why their acceptance into the Schengen area should be delayed. The Council should take a positive decision on this issue as soon as possible."@en1
