"I object to the way the Council has handled the accession of Bulgaria and Romania to the Schengen area. For the moment, the Council has postponed their accession indefinitely, despite the fact that, according to the Commission’s progress reports, both countries had fulfilled all the required technical and legal criteria, which has also been reiterated by the Commissioner today. As a champion of transparency, the European Union cannot afford to discredit itself by applying the terms laid out in the EU Accession Treaties in an arbitrary manner. If the current criteria are deemed insufficient or incomplete, they should be amended accordingly in cooperation with the involved parties. Instead, the Council has opted for a political decision without a proper legal basis. Such discrepancies must be avoided in the future by exerting more foresight when devising any criteria that are to be applied in a uniform manner. Failure to live up to one’s principles at home also inflicts damage on the reliability of the EU abroad."@en1
