"Opposition to Bulgaria and Romania joining the Schengen area is due to what should be one of the mainstays of European policy: the precautionary principle. In fact, it is to be expected that some Member States, already subject to intense flows of immigration, may be put under increasing strain with the entry into the Schengen area of two countries that do not seem to have achieved sufficient control of their external borders. This is particularly clear with regard to the border between Bulgaria and Turkey. We cannot allow the free movement of citizens unless we are satisfied that this does not lead to increases in petty crime and illegal immigration, reductions in security and risks to public order. The data on the fight against organised crime in these two countries are hardly comforting for those who desire to see a serious and effective EU policy against organised crime."@en1
