"Mr President, Commissioner, I would congratulate the Commission on apparently coming out with positive momentum, but, as everyone knows, this depends on actions and not words, and on knowing the details of what they are going to do. I am referring, in particular, to an issue that was also raised by Ms Berès. When we were negotiating the revision of the Stability and Growth Pact (SGP), we were aware that the Commission’s proposal was more demanding than the one that we had before. We agreed that there should be a series of fines; part of Parliament was against it, as you know, but we agreed. These fines were considered excessive by the Group of the Progressive Alliance of Socialists and Democrats in the European Parliament, but there was an agreement with the Commission. How is it possible that, immediately after the approval of this balancing for the ‘six-pack’ by Parliament, the Council and the Commission, the Commission has tabled a proposal to cut all the Structural Funds, in addition to the penalties provided for in the ‘six-pack’ to punish countries that need to converge in order to comply because they have breached, probably not because they wanted to, but because they could not avoid it, the terms of the revised SGP? I would be much obliged if you would answer this question."@en1
